Missouri Substance Abuse Traffic Offenders Program (SATOP)

The Substance Abuse Traffic Offenders Program (SATOP) is a statewide system of comprehensive, accessible, community-based education and treatment options for individuals arrested for alcohol and drug related driving offenses. The mission of Substance Abuse Traffic Offenders Program (SATOP) is to inform and educate these drivers as to the hazards and consequences of impaired driving, promote safe and responsible decision-making regarding driving, motivate for personal change and growth, and contribute to public health and safety in Missouri.

Assessments from our offender management unit (OMU) and treatment in the clinical intervention program (CIP) are both available for clients court-ordered to participate in a Substance Abuse Traffic Offenders Program (SATOP) program. Assistance comes from caring staff bringing experiences from their own past addiction. Safe medicine to help eliminate craving is part of the program when a family physician is involved.

The Offender Education Program (OEP) is a basic education program for lower risk first offenders to assist them in understanding the choices they made that led to their arrest and the resulting consequences. All persons completing this course shall develop a personal plan of action to assist them in preventing impaired driving behavior. OEP is a two-day, ten-hour program. The two sessions must be completed within 14 days. OEP group sessions are currently offered every Tuesday from 11:30 am thru 5:00pm.

The Clinical Intervention Program (CIP) is an intensive outpatient treatment program designed specifically for persistent DWI offenders. This program is designed to be completed within six weeks, but may last longer, based on the individual needs of each offender. The program structure is designed to be convenient to those offenders who are employed full-time or who have childcare responsibilities. CIP is a 50-hour outpatient counseling program consisting of 10 hours of individual counseling, 20 hours of group counseling, and 20 hours of group education. CIP group sessions are currently offered every Monday and Wednesday evening from 4:00pm thru 8:00pm.

Consumers presenting for Substance Abuse Traffic Offenders Program (SATOP) services having multiple alcohol- or drug-related traffic offenses, or those at a high risk for chemical dependency, may receive a recommendation for more traditional substance abuse treatment.  This treatment may be in the form of a residential or outpatient program but must be completed at a state-certified or nationally accredited substance abuse treatment provider.  For more information about these types of programs, you may contact any Division of Alcohol and Drug Abuse District Office or search the Treatment Provider Directory or Treatment Facility Locator.
